HONG KONG — China is spending billions of dollars on a major push to make its own microchips, an effort that could bolster its military capabilities as well as its homegrown technology industry.
Those ambitions are starting to be noticed in Washington.
Worries over China’s chip ambitions were the main reason that United States officials blocked the proposed purchase for as much as $2.9 billion of a controlling stake in a unit of the Dutch electronics companyPhilips by Chinese investors, according to one expert and a second person involved with the deal discussions.
The rare blockage underscores growing concern in Washington about Chinese efforts to acquire the know-how to make the semiconductors that work as the brains of all kinds of sophisticated electronics, including military applications like missile systems.
In the case of the Philips deal, the company said late last month that it wouldterminate a March 2015 agreement to sell a majority stake in its auto and light-emitting diode components business known as Lumileds to a group that included the Chinese investors GO Scale Capital and GSR Ventures. It cited concerns raised by the Committee on Foreign Investment in the United States, which reviews whether foreign investments in the country present a national security risk.
Philips said that despite efforts to alleviate concerns, the committee — known as Cfius — did not approve the transaction.
“There is a belief in the Cfius community that China has become innately hostile and that these aren’t just business deals anymore,” said James Lewis, a senior fellow at the Center for Strategic and International Studies, a research firm, who speaks to people connected with the committee’s process.
Philips did not respond to requests for comment. GSR Ventures, which sponsors GO Scale Capital, declined to comment.

Cfius, an interagency body that includes representatives from the Treasury and Justice Departments, declined to comment and does not make its findings public.
Cfius reviews have been a growing problem for outbound Chinese deals. According to the most recent data available, in 2012 and 2013 Chinese investment accounted for more committee reviews than money coming from any other country. A 2008 Chinese effort toinvest in the network equipment company 3Com was withdrawn while the committee was reviewing it.
Recently, the committee found acceptable a number of major Chinese deals, including a takeover of Smithfield Foods by Shuanghui International and Lenovo’s takeover of IBM’s low-end server unit. In 2012, President Obama ordered a Chinese company to stop building wind farms near an American military installation in Oregon after a negative Cfius review.
At the center of the committee’s concerns on the Philips deal, according to Mr. Lewis, was a little known but increasingly important advanced semiconductor material called gallium nitride. Though not a household name like silicon, gallium nitride, often referred to by its abbreviation GaN, could be used to construct a new generation of powerful and versatile microchips.
It has been used for decades in the low-energy light sources known as light-emitting diodes, and it features in technology as mundane as Blu-ray Disc players. But its resistance to heat and radiation give it a number of military and space applications. Gallium nitride chips are being used in radar for antiballistic missiles and in an Air Force radar system, called Space Fence, that is used to track space debris.
“Gallium nitride makes better-performing semiconductors that were key in upgrading Patriot radar systems,” said Mr. Lewis. “It’s classic dual use, sensitive in that it could be used in other advanced weapons sensors and jamming systems.”
Advancing its chip industry has been a major political initiative for Beijing. In recent years, analysts said, Chinese corporate espionage and hacking efforts have been aimed at stealing chip technology, while Chinese firms have usedgovernment funds to buy foreign companies and technology and attract engineers.

Last year, different subsidiaries of the state-controlled Tsinghua Holdings made a number of bids for American companies, including an unsuccessful $23 billion offer for the American memory chip maker Micron Technology and a $3.78 billion bidfor a 15 percent stake in the hard-drive maker Western Digital, which was accepted.
Last year’s spree of deal activity, and lack of American regulatory response, spurred a Sanford C. Bernstein analyst, Mark Newman, to say in a November report that the United States “runs the risk of being asleep at the wheel.” He cited efforts by South Korea and Taiwan to prevent China from acquiring some technology assets.
The Lumileds block is being interpreted by the chip industry as the United States “waking up a bit to the threat,” Mr. Newman said in an email.
Gallium nitride is particularly sensitive. One military industry magazine called the material the biggest thing since silicon, which is now commonly used to make the transistors in microchips. It citedRaytheon’s use of the material to make smaller, low-powered radar for American missile systems.
“Many say it’s the most important semiconductor material since silicon,” said Colin Humphreys, a British physicist at Cambridge University.
He said that while it was not clear what the United States government was worried about, research by LED companies into technology linking gallium nitride and silicon could have broader implications for creating advanced microchips that could be used in a wide array of electronics.
The would-be investor in Lumileds, GSR Ventures, also holds a stake in Lattice Power, a Chinese company that has been vocal about its efforts to develop technology related to gallium nitride and silicon.
In a November 2015 statement about a recent investigation into Chinese industrial espionage, Taiwan’s Ministry of Justice also expressed worries about China aiming at the material. Calling the mass production of gallium nitride a “key development project” for China, the ministry said it was concerned about the theft of trade secrets from Taiwanese companies working on the material and Chinese-led recruitment of engineers knowledgeable about it.

An article on Friday about China’s efforts to advance its microchip industry, including through the acquisition of stakes in foreign technology companies, misstated the status of a bid by a subsidiary of the state-controlled company Tsinghua Holdings for a 15 percent stake in Western Digital. While the offer was accepted, the deal awaits approval from the Committee on Foreign Investment in the United States. It is not yet a “successful purchase.”

About C language: Standards evolution
Everything before standardization is generally called "K&R C", after thefamous book, with Dennis Ritchie, the inventor of the C language, as one of the authors. This was "the C language" from 1972-1989.
The first C standard was released 1989 nationally in USA, by their national standard institute ANSI. This release is called C89 or ANSI-C. From 1989-1990 this was "the C language".
The year after, the American standard was accepted internationally and published by ISO (ISO 9899:1990). This release is called C90. Technically, it is the same standard as C89/ANSI-C. Formally, it replaced C89/ANSI-C, making them obsolete. From 1990-1999, C90 was "the C language".
Please note that since 1989, ANSI haven't had anything to do with the C language. Programmers still speaking about "ANSI C" generally haven't got a clue about what it means. ISO "owns" the C language, through the standard ISO 9899.
In 1999, the C standard was revised, lots of things changed (ISO 9899:1999). This version of the standard is called C99. From 1999-2011, this was "the C language". Most C compilers still follow this version.
In 2011, the C standard was again changed (ISO 9899:2011). This version is called C11. It is currently the definition of "the C language".
"C99 strict" likely refers to a compiler setting forcing a compiler to follow the standard by the letter. There is a termconforming implementation in the C standard. Essentially it means: "this compiler actually implements the C language correctly". Programs that implement the C language correctly are formally called strictly conforming programs.
"GNU C" can mean two things. Either the C compiler itself that comes as part of the GNU Compiler Collection (GCC). Or it can mean the non-standard default setup that the GCC C compiler uses. If you compile with gcc program.c then you don't compile according to the C standard, but rather a non-standard GNU setup, which may be referred to as "GNU C". For example, the whole Linux kernel is made in non-standard GNU C, and not in standard C.
If you want to compile your programs according to the C standard, you should type gcc -std=c99 -pedantic-errors. Replace c99 with c11 if your GCC version supports it.

Years ago, if someone asked me to picture myself behind the (hands-free) wheel of a self-driving car, I probably would have replied: “maybe if I worked for Google X.” But today, my response is different. There have been a myriad of major breakthroughs recently, including Tesla’s Autopilot technology and GM’s investment in Lyft for autonomous car research. The once intangible concept of a driverless car is now becoming a reality, and connectivity is already an essential standard for many new car models. So what does this mean for the consumer? There are an abundance of new opportunities that arise from the mass adoption of connected car technology, and early players are seeing strong success from venturing into this new terrain. In fact, the connected car industry, including apps specifically designed for cars and enhanced navigation, is estimated to grow to nearly $290 billion by 2020. Consumers are hungry for anything that make their lives easier, and more efficient transportation is poised to satiate their appetite.
Convenience is a strong driver of consumerism.
In 2015, Microsoft, Google and Apple all announced plans for proprietary connected car platforms, bringing mobile phone functionality to your car’s console. The buy-in from some of the biggest tech players signifies that the concept of a “dashboard OS” will likely become the norm very soon. Just as software companies are already finding ways to adapt their apps to watchOS and Android Wear, it will soon be imperative to adapt to the car’s operating system as well. In the very near future, cars should be able to seamlessly interact with the world around us without having to struggle with multiple touch points. Beyond the obvious use cases like native navigational apps and text message alerts, we could pull up to a parking meter or garage and our car could automatically process payment. This aspiration could become a reality in the very near future as Visa, Honda and ParkWhiz are already working together to test a mobile payment system that enables consumers to pay for parking and gas without leaving the car.
There is an abundance of ways that connected car technology can make driving seamless and easy. Gone are the days where you had to struggle with a clicker to open your garage, now the door can automatically open upon your arrival. Or, simply throw on some shades to reveal driving directions directly in front of you. Find a way to make a consumer’s life easier with connectivity, and you’ve likely uncovered viable business opportunity.
New advancements are accelerating the introduction of self-driving cars.
Connected car technology is already impacting our driving habits, but the consumer adoption of self-driving cars could bring the most significant change to the automotive industry since its inception. While the concept might seem far off, early advancements indicate this could become our reality sooner than we think. GM recently invested a large chunk of money in Lyft, primarily to fuel an “autonomous on-demand network” partnership. Uber is also clear in theirintentions to utilize driverless cars, and is working with Carnegie Mellon’s robotics program to accelerate the inevitable.
There have also been quite a few developments in safety technology, asTesla’s Autopilot software uses sensors to keep the car within a lane, maintain a safe distance between cars and even change lanes. Volvo is also developing their own autonomous technology, and their latest car models already use semi-autonomous technology to alert of danger and assist with steering and braking. While the driver’s hands are still required to be on the wheel, as the efficacy of these innovations is proven, a hands-free future is imminent.
Technology can be utilized for more efficient pricing models.
Along with connected car technology and the introduction of self-driving cars comes the need for more efficient and flexible insurance pricing models. Data can now be extracted from a car simply by plugging a device into the OBD-II port, the same port a mechanic uses to measure car health. At Metromile, we use an OBD-II device to accurately measure mileage to offer an insurance pricing model that is primarily based on miles driven. If someone doesn’t drive much, they are less likely to be in an accident and therefore will pay a lower premium each month. Other insurance companies like Progressive and Allstate are also utilizing the OBD-II device, yet in a different manner as they assess behavior to offer discounts to drivers with safe driving habits.
Utilizing the OBD-II port also gives way to additional benefits, such as remotely checking car health diagnostics or locating a missing car. In the very near future, we might not even need to plug anything into our cars to utilize these features, as the percentage of new cars with embedded telematics is estimated to soar to 80% by 2018. The bottom line? Whether it’s minimizing the pain of parking or providing a more efficient commute, consumers crave convenience. Now, connectivity makes the hassle of car ownership a thing of the past.

SINGAPORE CHILDREN HOSPITALIZATION COST – MY EXPERIENCE WITH KKH VS TMC
In March this year, both MF and MY were hospitalized one after another. Now that the ordeal is over, I thought I would share my experience, so that you would know what to expect in the event *TOUCH WOOD!* your child is admitted.
MF’S HOSPITALIZATION AT KKH
MF was having serious vomiting and stomach pain one night. Since all the clinics were closed, I decided to bring him to KKH. We reached there at about 10pm.
After a round of medication and observation at A&E, they eventually decided to admit him at around 1am. In between 10pm to 1am, we were waiting around the corridors as the observation ward at KKH was only for very serious cases.
ROOM TYPE
I requested for a single room, but they were out of single rooms. Hence, they were only able to give him a 4-bedder (Class B1). If you are going to KKH, do note that they do not have 2-bedders. So in the event one-bedders are filled, your next available option is 4-bedder.
LABORATORY TEST
During his stay, they did a stool culture and diagnosed him with Rotavirus. (I know what you want to ask. YES, he took Rotavirus vaccination before when he was a baby. But he still caught the virus anyway at 4 year old.)
MEDICATION
He was given probiotics, stomach pain medication, glucose syrup and fever medication.
DOCTOR’S CONSULTATION
Every morning, a group of doctors would come around to check on him once.
TOTAL BILL
He was admitted at 1am on a Wednesday and discharged at 4pm on a Friday. This was considered only 1 day stay. His total bill was$746.20 after government subsidy.
Since laboratory tests and medications would differ based on the illness, what you may want to note are the following:
Bed cost per night = $210 + GST (after government subsidy).Daily treatment fee = $89 + GST (after government subsidy).Doctor’s fee = $153.03 + GST (after government subsidy).A&E fee = $103.
So the base price (excluding lab test and medication) for a 1 day stay at KKH (Class B1) was around $586.67 (inclusive of GST).
MY’S HOSPITALIZATION AT THOMSON MEDICAL CENTRE TMC
MY started trembling in the middle of the night and was running a high fever above 40 degrees. I immediately rushed him to TMCinstead of KKH because it was nearer to our place and I reckoned waiting time was much shorter. There was a 24-hour clinic at TMC, but it is important to note that it is NOT a pediatric clinic. The resident doctor is a GP.
LABORATORY TEST
Upon arrival, after registration, I immediately got to see the doctor. He inserted a suppository to bring down his fever. They did an influenza test. The result was out in like 5 minutes. (Okay, I don’t remember exactly how long, but it was pretty fast and felt like just 5 minutes.) The test was negative, so they suggested I do a blood test. Since the blood test had a longer waiting time, they decided to admit him for the night. (Yay, no waiting in corridors!)
ROOM TYPE
I requested for a single room, but just like at KKH, they were out of single rooms. However, they had an empty 2-bedder, which they let me use as a single room (i.e. we were the only occupants.) The following night, they transferred me to a proper single room.
MEDICATION
MY’s blood test showed that he had a mycoplasma infection. Hence, he was put on antibiotics. Other than that, he was given fever medication.
DOCTOR’S CONSULTATION
He was attended to by Dr Ang Ai Tin. She came by twice a day to check on MY, once in the morning and once in the evening. 90% of the children admitted at TMC were attended to by Dr Ang Ai Tin, so the doctor’s fees below should be pretty representative of a TMC stay.
TOTAL BILL
MY was admitted at around 3 or 4am on a Friday night and discharged at 12noon on Sunday. This was considered 1 day. His total bill was $2239.95. (Woah, that’s 3 times of MF’s KKH bill!)
Medication and laboratory fees will vary according to illness, but the following costs are what you should take note of:

PROCEDURE FOR PAYMENT WITH PRIVATE HOSPITALIZATION INSURANCE
We have private hospitalization insurance coverage for both kids. Below was the procedure for paying the hospital bill via private hospitalization insurance.
FOR KKH
Upon arrival, I paid $103 for A&E Fee. (I used CDA.)Upon admission, I paid deposit of $610 (I used CDA.)At discharge, we were not required to pay any balance since we had private hospitalization insurance.The hospital submitted the bill to our insurance company, which paid KKH for the bill. KKH was to refund us the A&E Fee and deposit I had paid earlier.We filled in a form for the above payments to be refunded back to the CDA account.$698.02* was refunded to our CDA account.
* If your Math is good, you must be wondering why only $698.02 was refunded when I paid $713 earlier. If you refer to my KKH bill, you will notice a “Miscellaneous – Non Treatment Related” charge of $14. I have NO idea what that was for, since KKH did not give an itemised bill. I definitely did not call for room service. That $14 (or to be precise, $14.98 after GST) was NOT covered by our insurance. So I was refunded $713 – $14.98 = $698.02.
Our hospitalization insurance had a clause stating that if we stayed in a restructured (government) hospital, we would receive a cash incentive of $175 (for class A) / $225 (for class B1). So our insurance company sent us a cheque for $225.
FOR TMC
From arrival to discharge, I did not have to pay a single cent, because the hospital had records that we were covered by private hospitalization insurance.The hospital submitted the bill to the insurance company, the insurance company paid them. End of story. We did not have to do a single thing.
TMC FTW!
After discharge, we were required to return for two follow-ups with Dr Ang Ai Tin. Our hospitalization insurance covered post-treatment. So for the two visit, I paid for the visits first, then sent the receipts to my insurance agent to process. The insurance company subsequently reimbursed us.
IMPORTANCE OF HOSPITALIZATION INSURANCE
This was not the first time my kids were hospitalized. I always tell my friends, the first thing you need to buy when your baby is born is not new clothes or new whatever. It’s hospitalization insurance.
WHEN CAN / SHOULD I BUY HOSPITALIZATION INSURANCE FOR MY CHILD?
You can purchase it the moment you register your kid’s birth (i.e. your kid now has a name and BC number.. Yippee!) and you should.
WHY THE URGENCY?
Because *touch wood* you have no idea when your kids would fall sick and newborns are not known to have strong immunity.
AND BECAUSE INSURANCE APPLICATIONS TAKE TIME TO PROCESS!
When MY was 6 weeks old, he was hospitalized at TMC for 1 whole week for RSV + MRSA. You can imagine, this recent 1 night staycation cost $2000+. How much did our 1 week getaway, complete with massage services by physiotherapist and aromatherapy by nebulizers, then cost.
We had bought hospitalization insurance for MY immediately after he was born. Even then, after 6 weeks, the plan was not in force yet! Can you imagine my horror???
Turned out, our plan was approved shortly after we bought it. But it took a long time be in force (the insurance company blamed CPF timelines). To cut the long story short, because we had bought it long ago and it was approved, the insurance company eventually paid out the full hospital bill.
SO REMEMBER: BUY HOSPITALIZATION INSURANCE RIGHT AFTER YOUR KID IS BORN!

How Does an Apache Web Server Work?
Apache is a web server application that handles incoming and outgoing HTTP traffic.
The Internet exists as a collection of Web servers that host Web pages that users can access from their computers. These server must run server software to handle user requests. One such software package, the Apache Web server, offers a free server solution for developers to host Web pages from. As such, it has become a popular program for website hosting. The Apache server works by handling URL requests to the server through specific communication protocols in a multithreading fashion, and extending itself to work with programming and database languages.
URLs and HTTP Protocol
Apache is web server software, and as such handles primarily Hypertext Transfer Protocol requests through Universal Resource Locator address requests. URLs are simply the name of a website that users enter into Web browsers in order to locate a Web page. When the user enters a URL, the browser sends an HTTP request to the server computer running Apache, usually on port 80. The HTTP protocol is the Internet standard data transfer protocol for Web pages, so when a user makes a URL request to an Apache server, the Apache server will handle the HTTP request and return the requested Web pages.
Multitasking/Multithreading
An Apache server will handle numerous HTTP requests at a single time. In order to do this, the server has to run on multiple "threads" of execution. A thread is a part of a program that branches off from the main program and runs at the same time in order to accomplish a specific task. The Apache server will create a new thread for each HTTP request that will handle fetching and returning the requested Web page. This allows Apache to serve Web pages to multiple users at the same time.
Program and File Serving
Along with Web pages, the Apache server can allow users to download files to their computers, which Apache will also handle via HTTP. These include audio files, movie files or certain documents such as Word documents or PDF. If the user requests a program file for a scripting language, such as PHP, Python or Perl, then the Apache server executes the program and sends the output of the program to the user through HTTP. However, in order to process requests for documents containing scripting languages, the Apache server must have installed the appropriate module for that language.
Apache Packages
The Apache server comes as a standalone package, as part of larger web serving programs and complete with modules to enhance its performance. A popular implementation of the Apache server is the "LAMP" (Linux, Apache, MySQL and PHP/Perl/Python) stack. This configuration packages the Apache server with its Web-serving capabilities with the MySQL database and scripting languages such as PHP in order to serve database content for updated websites such as blogs.

Upgraded to Windows 10 but get constant disconnections? This might help.
Prior to upgrading to Windows 10 from my Windows 8.1 Pro, I was sailing happily with my Realtel Ethernet adapter (Realtek PCIe GBE Family Controller) on ASUS N551JK (https://www.asus.com/Notebooks/N551JK/)
Upon upgrading to windows 10, I started to notice regular disconnections from the internet. Then I realized I had to physically disconnect the Ethernet cable and then reconnect them back, before I continue surfing.
This got my hairstyle changing all the time.
Then I decided perhaps a visit to my friend Mr G might give me some hint.
True enough, I stumbled upon this site:
1) Visit Realtek and install the latest driver. (Might not be necessary but do it anyways)
2) Open Network and Sharing Center
3) Click on Manage adapter settings
4) Right click Realtek PCIe GBE Family Controller (Local Area Connection) and select properties.
5) Click on configure, the Properties Dialog Box appears.
6) Switch to "Advanced" tab and change the following properties:
- Auto Disable Gigabit -> Disable
- Green Ethernet > Disable
- Energy Efficient Ethernet > Disable
7) Switch to "Power Management" tab and change the following properties:
- Uncheck "Allow the computer to turn off this device to save power"
- Click OK to apply steps 6 and 7 changes.
